BUDGET CUTS DON'T CLIP WINGS OF SOME STATE OFFICIALS.(Local)

Despite budget curbs on state-paid travel, some officials have managed to hit the jet streams this season for conferences in Utah, Italy and England.

None of these trips violates a directive from Gov. Mario M. Cuomo's Division of the Budget, effective last Oct. 30, that barred out-of-state trips and air travel other than to Washington, D.C.

But that's only because one trip was paid for mostly by federal funds, another by the Legislature, and a third by a British health agency.
